简要规则描述：根据《浦东新区十五五规划研究和编制工作方案》（浦府办〔2024〕16号）和《浦东新区十五五区级规划编制工作方案》（浦府办〔2025〕10号）要求，拟通过公开竞争性磋商的方式选取一家合格的供应商提供十四五规划总结评估和十五五规划编制服务，其中十五五规划编制主要包括生态建设、环境保护、水务海洋、绿化林业、市容环卫、黄浦江东岸发展等规划编制，并形成相关成果文件。（具体详见第三章采购需求书）
Brief Specification Description: According to the requirements of the Work Plan for the Study and Preparation of the 15th Five-Year Plan for Pudong New Area (Pu Fu Ban [2024] No. 16) and the Work Plan for the Preparation of the 15th Five-Year Plan for Pudong New Area (Pu Fu Ban [2025] No. 10), it is proposed to select a qualified supplier to provide summary evaluation of the 14th Five-Year Plan and 15th Five-Year Plan preparation services through open and competitive consultation. The development of the east bank of the Huangpu River and other plans were prepared, and relevant outcome documents were formed. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限：自合同签订之日起至2026年12月31日。
The Contract Period: From the date of signing the contract until December 31, 2026.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。
